Ceiling meets wall issue (Lincoln)

My home is on a slab and has settled a bit over the years.
Not a huge project but if it goes well, I have more that needs to be done.

My current need is to make a decision about the ceiling. The "tape" is peeling-off and has created multiple drafts. It started in the bathroom and is spreading to the master bedroom. More obvious in the bathroom but I see the start of additional issues in other rooms. I have many pop-out nail heads starting to show up.

I have applied some caulk in obvious leaks but am looking for a fix, not a band aid. The ceilings are textured, not popcorn.

Basic things to know:
1. New HVAC installed in 2022
2. Looking to replace 3 windows. The 3M window film is useless to keep the cold out.
3. The dryer vents into the house. Nobody has ever been able to find the clog. I just change the nylon sock every other month or so.
4. The additional humidity likely added to the ceiling tape problem. I run a small dehumidifier most of the time. Not very effective.

Each project will need to be done one-at-a-time, as finances permit.

I would like to get started soon. A new tenant is moving in on March 24, 2024.
